Frederick was born in Phillask, Hayle, Cornwall on the 23rd May 1875 to parents Frederick and Ellen (Jenkins).
He was first recorded on the 1881 census, aged six, the oldest of three children. The family lived at 2 Warren Street South, Stoke Damerel with Frederick Snr working as a brass founder. He remained working as a founder but by the 1891 census had also become a licensed victualler, running The Bee Hive pub in Charlotte Street, Stoke Damerel. Frederick Jnr worked as an apprentice brass finisher and he had another four younger siblings.
He was noted as being a labourer prior to joining the Navy, and beginning a very long career as a Boy 2nd Class on 1st June 1894 at HMS Impregnable. His service record listed him as having auburn hair, blue eyes and was 5'7" tall.

HMS VANGUARD - 01/07/1916 - 09/07/1917, rising to Acting Chief Petty Officer on 01/07/1916, Frederick also served aboard during the Battle of Jutland.
His widow and children were awarded Frederick’s naval pension along with his war medals, the Star, Victory and British.
